Food Trucks Permits & Licences
Mobile vending creates opportunities for businesses to sell goods and provide services to the community without a physical location.
Mobile vending businesses, including food trucks, can operate at various locations throughout the city including:
- on public roads
- on private property
- in parks and open spaces
- at community events
Business Licence
To operate a mobile vending business, including food trucks, vendors are required to obtain a business licence and attain the relevant operating permit(s).
Applying for a mobile vending licence is simple:
- Create a CityView portal account to apply for your licence.
- Tell us where you would like to operate and for how long.
- Choose from a 1, 3, or 6-month temporary Spruce Grove licence – or a 6-month intermunicipal licence to operate in both Spruce Grove and Stony Plain.
- Complete the required documents based on the operating options listed below. Please note, separate locations require different permits and applications.
- Submit payment based on the time frame chosen.
Options for operating
Different operating permits are required during the business licence application process dependent on the type of operating option selected. Financial investment will vary based on the duration of the business licence and locations for operating.
If you have previously operated under a mobile vending business licence, contact the Planning Department directly for simple renewal options.
Additional approvals are required from the City to operate on City road right of way locations. Apply for a business licence online and upload the following:
- Agree to mobile vending Terms and Conditions.
- Fire inspection approval from City of Spruce Grove Fire Services or Town of Stony Plain Fire Services.
- Valid food handling permit from Alberta Health Services (AHS).
- The applicant shall provide proof that they carry commercial general liability insurance in the amount of at least $2,000,000 which shall provide coverage to the City as a named insured, in respect of any loss, injury or damage.
- A waste disposal plan for disposal of garbage, grease and grey water, and recycling.
- The details regarding the provision of water and power, if applicable.
- Picture of the Mobile Vending Unit.
Upon payment of the fees as per the Development Fees and Fines Bylaw the planning department will notify you once the application is approved (approx. 5 days after application submission). Please note that additional Terms and Conditions for operating within road right-of-way may be added to the permit.
No additional approvals are required from the City to operate on non-residential private property. Apply for business licence online and agree to mobile vending Terms and Conditions and upload the form.
The following documents must be on-site and made available upon request:
- City of Spruce Grove business licence.
- Written authorization from the property owner.
- Fire inspection approval from City of Spruce Grove Fire Services or Town of Stony Plain Fire Services.
- Valid food handling permit from AHS.
Additional approvals are required from the City to operate in City parks. Apply for a business licence online and upload the following:
- Agree to mobile vending Terms and Conditions.
- Fire inspection approval from City of Spruce Grove Fire Services or Town of Stony Plain Fire Services.
- Valid food handling permit from AHS.
- The applicant shall provide proof that they carry commercial general liability insurance in the amount of at least $2,000,000 which shall provide coverage to the City as a named insured, in respect of any loss, injury or damage.
- A waste disposal plan for disposal of garbage, grease and grey water, and recycling.
- The details regarding the provision of water and power, if applicable.
- A criminal record check for any individual operating the Mobile Vending Unit within the Open Space Area.
- Picture of the Mobile Vending Unit.
The planning department will notify you once the application is approved (approx. 5 days after application submission). Please note that additional Terms and Conditions will be identified on the Open Space permit.
Mobile vendors can apply for business licences and permits for open spaces and designated roadway locations at the below locations:

Mobile vendors can also apply for business licences and operating permits on private property.
Where do I apply for a food handling permit for mobile vending?
Food handling permits are issued by AHS, not the City of Spruce Grove. Please submit an AHS Food Handling Permit Application to AHS for review.
