Spruce Grove terminates contract with photo radar provider

December 7, 2023

The City of Spruce Grove has terminated its contract with Conduent Enforcement Solutions, who has been providing the City with automatic traffic enforcement services, and intends to find a new contractor to take on this portfolio of work, recognizing the important role it plays in local traffic safety.

The announcement of the terminated relationship between the City and its former contractor comes as the result of contract irregularities, the nature of which cannot be expanded upon at this time, as the City continues its investigation into the situation.

“Recently, the City learned of allegations of contract irregularities from Conduent’s position as the contractor in charge of photo radar in Spruce Grove,” said Marlin Degrand, Manager of Enforcement Services with the City of Spruce Grove. “We are still evaluating the next steps in this process. However, I can confirm that the City launched a formal investigation into the situation as soon as concerns were brought to our attention. We are taking this matter very seriously.”

The City will look to engage a new contractor to handle automated traffic enforcement through a formal procurement process.

“We believe strongly in the importance of reliable automated traffic enforcement in keeping our roads safe,” Degrand said. “Specifically, the numbers surrounding fixed-location photo radar show that red light intersection cameras, for example, have been proven to prevent collisions that can lead to serious injury or death, as was reiterated by the Province last week. As such, we are moving forward in looking for a new contractor to handle this important work.”

More information will be released as the situation evolves. The City is committed to being transparent with the public throughout this process.

“This process will continue in an appropriate and timely manner consistent with our goal of serving the community to the best of our ability, including in ensuring traffic safety,” Degrand said.
