The City of Spruce Grove serves a growing population of more than 35,000 residents. The Mayor and Council govern this corporation, set the overall strategic direction of the City and provide guidelines to the City Manager and administration to follow. The City Manager is responsible for the overall administration of the City of Spruce Grove and ensures the implementation of the City's policies and programs.

In addition to the City Manager, administration is divided into different departments, each responsible for a particular aspect of public service. Additionally, there are City-owned subsidiaries and authorities that provide services to the City and to the public on the City's behalf.
