Food Trucks Permits & Licenses

Thinking of starting or bringing your food truck business to the City? Food trucks can operate in the City of Spruce Grove on public roads with a Licence of Occupation and on private property where a food truck development permit is approved. You will find the application requirements and regulating documents for both processes below.

Business license

All businesses, providing goods and/or services to the residents of the City of Spruce Grove must obtain a business licence.

Other requirements

Development permit to operate on private property

A property must have an approved food truck development permit in order for a food truck to operate on that property. Regulations and requirements regarding food trucks operating on private property can be found under Special Regulations, Section 65A in the Land use Bylaw.

A Development Permit Application, fee and documentation is required when a food truck intends on operating on private property. This process is to ensure the property's required parking is not taken up by a food truck and other regulations are met. The property owner typically applies for a development permit but they can also authorize a food truck owner to apply on their behalf through a letter of authorization. The following are requirements for the development permit application for food trucks:

  • Complete development permit application for a temporary use stating the number of parking spaces requested to accommodate the food truck;
  • Authorization letter from the land owner (if the food truck owner is applying for the permit);
  • Fee payment - varies depending on the length of permit and can receive an extension prior to expiry at half the fee;
  • Dimensions of the food truck;
  • Map of site outlining where the food truck will operate;
  • Food Handling permit issued by Alberta Health Services;
  • Fire Inspection approval with Spruce Grove Fire Services - phone 780 962-4496 Fire Prevention to schedule inspection;
  • Description of how waste, grease and grey water is handled and disposed of; and,
  • Provisions for water and power, if necessary.

Once the Development Officer is satisfied that all concerns have been addressed and your proposal complies with the regulations of the Land Use Bylaw, your development permit will be issued.

Licence of occupation to operate a food truck on city roads

A Licence of Occupation allows a food truck to operate on city roads adjacent to specific districts as long as parking is permitted by the City's Traffic Bylaw. Regulations and requirements regarding food trucks operating on City roads can be found in the City's Food Truck Policy.

In order to apply for the Licence of Occupation please submit the following information:

  • Letter to the City's Planning and Development Department addressing that you are applying for a Licence of Occupation and a brief description of the food truck;
  • Food Handling permit issued by Alberta Health Services;
  • Motor vehicle insurance;
  • Proof of Commercial General Liability Insurance with a minimum liability limit of $2,000,000.00. The City of Spruce Grove must be named as an additional insured;
  • Fire Inspection approval with Spruce Grove Fire Services - phone 780 962-4496 Fire Prevention to schedule inspection;
  • Description of how waste, grease an grey water is handled and disposed of; and,
  • Provisions for water and power, if necessary.

Once the Development Officer is satisfied that all concerns have been addressed and your proposal complies with the regulations of the Food Truck Policy and Traffic Bylaw, your Licence of Occupation will be issued.

Food Trucks are able to cater events (fundraisers, camps, tournaments, etc.) without the need for a development permit or a License of Occupation. Event coordinators that have food trucks cater an event must submit a Community Initiated Event Intake Form to City Hall. This form must include a list of all the vendors, including food trucks, for an event. It is the event coordinator's responsibility to ensure food trucks have all the necessary documentation to operate in the City as noted above.
