Regular City Council Meeting
Members of the Allied Arts Council provided an update of their activities over the past year. Council also presented a cheque in the amount of $22,500 to the Allied Arts Council as the City's contribution toward the 2019 visual arts operations.
Board Chair Hendrik (Hank) Smit, Director Karla Palichuk and Assistant Director Wendy Sears Ilnicki with the Yellowhead Regional Library provided an update on the Yellowhead Regional Library.
Administration provided Council with information regarding adult drop-in sport activities coordinated and delivered by Recreation Services.
Council gave first and second reading to Bylaw C-1082-19, an update to the Emergency Management Bylaw to ensure compliance with amendments in the Alberta Emergency Management Act and the Local Authority Emergency Management Regulation. The bylaw will return to Council for a third reading at a later date.
Council gave first reading to Bylaw C-1087-19, Borrowing Bylaw – Local Roads Projects 2019. This bylaw is to borrow up to $1,000,000 for local roads projects in 2019 and is being recommended in light of project savings on the Storm System Update project for 2019. The bylaw will return to Council for a second and third reading at a later date.
Council approved the naming of a park, within the Stoneshire development area, in recognition of the Steffler family, who were the original pioneers of the land.
Council has appointed Simon Farbrother the new Chief Administrative Officer (City Manager) for the City of Spruce Grove.
The Council Remuneration Task Force presented Council with a report with recommendations as a result of their review of the 2021 to 2025 term, as well as the existing term.
Council approved the Notice of Proposed Annexation, as required by Section 116 of the Municipal Government Act, in order to proceed with an annexation application to the Municipal Government Board.
Council approved that $25,000 be allocated from Council contingency to increase the existing enhanced community policing budget.
Council approved that Administration explore developing a community orchard as part of the 2020-2022 Corporate Planning Process and that an interim report be brought back to Council prior to the corporate plan deliberations.
Council approved the revised listing of the 2018-2019 Council and Committee of the Whole Meeting dates.
Regional Plan Committee Appointments
Mayor Houston and Councillor Oldham were appointed to the Regional Plan Committee and Councillor Gruhlke was appointed as alternate.
